Public Policy – Agricultural credit

Agricultural policy is a set of rules that are related to domestic agriculture and imports of food products. The governments of every state implements these set of rules with the aim of brining about a sound stability in the domestic agriculture   markets and to protect the interest of the farmers from supply levels, price rise, land use and agricultural subsidies.The agricultural subsidies, loans and other forms of credits that are offered to the farming community is money paid to them at subsided rates in order to help them overcome the issues of rising maintenance   and production costs, supplement their incomes, and protection from inflations.For example, the United States Agricultural department, reviews its policies every two years and agrees to subsidize a dozed commodities every two years. Between the period of 1996 and 2002, an average of $16 billion/year credit was paid to the farmers at subsidized rates.According to the people who favor agriculture credit to farmers, t he credit policies and agricultural subsidies offer farmers extra income and market protection.It also helps the farmers to compete in the international market For example, in the year 2002, the United States paid an extra 52 cents for every bushel of wheat, and at the same time also promised a price of 3.86 from 2002–03 and 3.92 from 2004–2007.Experts who oppose these agricultural policies laid down by the government, argue that the farmers do not need such grants as they have already got a fair deal. They continue that there are equivalent risks in other business as in agriculture, so why is the farming community given more benefitsBACKGROUND –The main aim of this paper is to study the public policies towards the Agriculture credit and the future prospect of funds and other lending programs that can be available for the agricultural banks. It is believed that these federal policies related to agriculture credit can lend an important role in determining the sta nd of the different lenders in financing the agriculture sector.Credit has become a significant instrument of the agricultural policies and most of these policies with time have given guaranteed competitive loan rates on these funds, thereby giving a helping hand in the process of transformation of the agricultural sector into a highly modernized and capital efficient one.Most of the farmers are dependent upon the funds for their yearly production and also to own land and the figures show a substantial rise in the level of debts as the inflation rises.The paper gives an introduction to some of the policies and then reviews the prospects and the general credit conditions along with the role of Federal, involvement.Also discussed here is the ability of these funding institutions to fund the growing needs of the agriculture sector and how can these credit policies make a positive effect on the sector. These policies contribute heavily in the price determination of land prices and absor ption of farm ownership and production.The paper also discusses the altered arrangement and economic character of the agriculture sector which is proposed in order to reconsider the role of public agencies which offer credit to the farmers.INTRODUCTIONMost the recent agriculture credit programs actually originated after the First World War, when the incomes of the farming community were not stable and unsure.At that time lending money was not considered to be safe enough by both the farmers and the lenders as farming became a suspicious sector. With these developments, the farmers faced lot of problems in receiving funds and gave higher interest rates than other borrowers anywhere.Soon, the need of a Farm credit system was established which included the involvement of Federal Land Banks, Federal Intermediate credit Banks, Banks for cooperatives and other agencies related to the Farmers Home Administration which helped to greatly increase the flow of funds into the farmer community.A t almost the same time, many other programs and initiatives for the farmers to increase their income and reduce the risk in the farming sector by bringing about price stabilization and making farm lending more easy than before were brought about by the government.The easier terms and conditions on which the farmers were able to borrow money and could get finance for industrialization of their farms favored the reform to a highly productive and capital intensive farming sector.Today credits have become the backbone of the rise of the farming sector and major reasons that are behind the increase in the behavior of the farmers to borrow money are the uncomplicated funding issues, high production expenses, increase in land prices, machinery and the willingness to increase the size of their production capability.The high production expenses have decreased the funding capability of the farmers to utilize their own money.Within a span of 30 years, the debt of the farming sector had increas ed by an overwhelming figure of $13 billion in 1950 to an anticipated $158 billion on January 1980’s, along with the increase in the value of the farm assets of the farmers which had considerably doubled during that period.The farmers slowly become more sensitive to the changes and fluctuations that occurred in the cash flow, interest rates, and costs of debt service to them. This led to an increase in the borrowed funds by the farming community and decrease in the net farm incomes, thereby increasing the net debt burdens on the farmers.In a number of regions across the United Stated, which are located along the north and the western edges of the corn belt,   most of the commercial banking institutions, most interestingly the country banks have come through two years of a reasonably high loan-to -deposit ratios, which brought about a number of liquidity problems for the farmers at some point of time.In most of these districts the commercial banks and other funding instituti ons were not able to meet the growing needs of the farmers and thereby the interest rates grew by a phenomenal rate.It was estimated that the farm production expenses will rise by more than double the price and subsequently the funds that will be needed to satisfy this demand will grow by more than $250 billion in the coming 10 years as compared to a total expense of $140 billion during the 1980’s.According to these figures, it was estimated that the farming community will have to borrow most of the money and it was estimated that the farming debt would be around $700 billion by the end of the year 2000.At the same time, the asset value of the farmers will also increase to $3.5 trillion and the ratio between the debts to asset values will not rise higher than 17%.The increasing and prices, competition of the loan funds, farm prices, can all make it difficult for the farmers and especially those who have no other source of income to subsidize their farming needs. Looking at th is analysis of the trends, some reforms and agricultural policies were introduced.

Feature Writing – Concert Review

Review on Marilyn Manson’s Concert: Rock Am Ring Marilyn Manson is a band looked up upon by millions of teens in desperation and discontent across the world, a band that empathizes; it seems, to their avid fans. Pulling off extravagant pyrotechnic performances with a gothic overall outdo in his concert ‘Rock am Ring’, the band consists of Brian Hugh Warner, the lead vocalist, largely known a ‘Marilyn Manson’ on stage performances, with ever changing background guitarists, drummers, bassists and keyboardists.Manson grew up with never ending ordeals in his life. As a kid, he witnessed the sadomasochism sexual fetishes of his grandfather, forming traumatizing images of disturbance and disgust as he grew up. In his elementary Christian school years, he was taunted and constantly brought to the epitome of shame and embarrassment by people he called friends; this episode formed his mindset of the antichrist. Having dwelled in the darkest corners amidst grow ing up, the memories of Mason’s past left him deranged and helpless with fear; something he never grew out of.Set side by side American icons alike that of Marilyn Monroe and Charles Manson- ironically alike characters of life, it is a band that reveals the terrible and crude circumstances of life, and very much so, the pains of growing up and having grown up. Donned in heavy, gothic make up and apparel, Manson’s music genre consists mainly of heavy metal, shock rock, and industrial metal, containing subliminal messages of intoxication, hate, suicide and sexually explicit content like that of sadomasochism and all that alike.Marilyn Manson’s performance took place on 1st June 2012, in Nurburgring; Germany. Along with thousands of other avid fans on scene anxiously waiting at the entrance of the concert, I felt no less nervous on the impending performance that drew closer with each passing second. Marilyn Manson’s appearance, I knew then, would be no less majestic like I have imagined prior to the concert. True enough, it only took mere seconds before the outburst of cheers and roars throughout the crowd with Manson’s appearance n stage. Throwing forward the signature ‘rock and roll’ hand sign- the mass of audience followed suit, in heated ‘worship’ and fervor. The live performance was like no other and the stage display was nothing less than immaculate. On the main vocals was Marilyn Manson himself, having Twiggy Ramirez on the guitar, Fred Sablan on the bass and Jason Sutter on the drums. The first song â€Å"Hey Cruel World† kicked off and I felt the immediate rush of excitement surge through my body.Alike the usual heavy rock concerts, the crowd started head banging to the music as the guitarist introduced the song, moshing in hype of their enjoyment, forming the ‘ring of death’ , a trademark where people run towards each other in an apparent attack through the slamming of bodi es, eventually running in a circle. Crowd surfing was the run-of-the-mill in every concert, and Manson’s concert was no exception.The exhilaration of the atmosphere seeped right through me, and I couldn’t help but to throw my hands up, madly jumping to the beats. Delving in on the second song â€Å"Great Big White World† with his raspy voice, the song spoke of individualism opposing conformity in this chaotic age. As the crowd echoed after the lyrics of the song â€Å"But I’m not attached to your world and nothing heals and nothing grows†, I immediately felt the true connection from the crowd to his music.The props on stage used by the band helped the focus of the theme of the concert and Manson’s artistic visions displayed in the concert pushed the hype to its climax, stretching the limits of onstage music performances having a few songs sung even better than his studio recording. This was a definite media-grabbing show as Manson brought ou t the best in his music, proving his fans right of their loyalty. Personally, growing up was a process like that of torment, the various events and experiences I had gradually landed me in a severe depression – something that I never managed to pull myself out of.His lyrics in songs like ‘Coma White’ and ‘Tourniquet’ are two songs that outwardly describe the feelings I never found words to say. From â€Å"All the drugs in this world, won’t save her from herself† to â€Å"Take your hatred out on me, make your victim my head, you never ever believe in me, I am your tourniquet†, the former being lyrics in ‘Coma White’ and the latter from ‘Tourniquet’. Being one of the many fans of Marilyn Manson, I find correlation in his music to my life.These lyrics depict much of my aloneness and frustration, how my parents never took pride in me- something every child needs from their parents. Growing up for me was like an everyday battle, each day only getting tougher and harsher. Though the explicit content portrayed in Manson’s music can be considered a blasphemy for many religious masses, I believe the lyrics in the music of Manson’s concert are a correlation to the many lives of the 21st century, a melodramatic century where the oxymoron of peace and chaos coexist.Each singer and songwriter is only so in due to their emotions and feelings, their past experiences and their learning lessons in life. I believe that music in any form, are life’s most soulful expressions, one where dreams and life’s stories are penned and sung, where pain and happiness is held on to and let go of. Through this concert, I finally understood the true influence of music and its lyrics, how the lyrics of a song can be the correlation to life’s worst tragedies and most blessed moments.Thus, in weightage of the pros and cons of music and its influence, I end with the consensus, that an y genre of music can bring out the deepest unsaid words and emotions of a person, either helping, defining, or ruining a person, all depending on how the written lyrics speak to each individual and how each individual chooses to bring it forward. It is the fear of what it represents that gives the monster power while at the same time stealing from it its humanity, regardless of the level of humanity on which it relies. A monster may be a creature that is more animal, which would then deserve the compassion of humanity, or it may be a humanoid who seeks to belong and in its rejection, rebels with violent retribution. Regardless of its form, the monster/human relationship is one of the unknown as it threatens the known. According to Briefel â€Å"It is the monster’s pain that determines audience positioning in the horror film† (16). The degree of cancer cells was more in patients who were smokers as compared to those who were not. The research’s findings were that the degree of cell damage was directly related to the number of cigarettes smoked per day. Dr. Auerbach’s researched data contributed to the Surgeon General’s report which was published in 1964 (Adams). After that time period, it was very common to associate lung cancer with smoking. Causes Studies targeted at deriving a relationship between cigarettes and lung cancer started in 1948 at Washington University’s School of Medicine and a student named Ernst Wynder tried connecting the dots. He did research in 1950 that involved 649 lung cancer patients and 600 contro ls. Wynder discovered that the rate of lung cancer was 40 times higher in smokers than in nonsmokers. Richard Doll was a British scientist who discovered (in the same year) evidence supporting the causal relationship between smoking and lung cancer. Doll researched on physicians, both who smoked and did not smoke and waited for years to see if any of them developed lung cancer. Undoubtedly the ones who did develop lung cancer were smokers (Johnson). There were a total of 158,900 deaths in the USA in 1999 because of lung cancer and this figure included men and women both. The death toll for lung cancer patients in 1999 world over was 1 billion. But lung cancer was not this common in the 1800s and it was rare. In 1929, a German physician named Fritz Lickint pointed out in his report that lung cancer patients were majorly smokers and he was so disturbed by his findings that he started an anti-tobacco movement in Germany to discourage smoking (Witschi). Before 1996, studies on causes of lung cancer-derived a relationship between lung cancer and smoking but the causes of lung cancer were not narrowed down to the cellular level. In 1996, Dr. Moonshong Tang and Dr. Gerd Pfeiffer explained how smoking affects cells and causes cancer. Both the doctors explained that cigarettes contain a chemical called benzopyrene and it damages p53, a protein found in lung cells. This protein is exactly the same as the protein found in lung cancer patients. The function of p53 is that it controls the abnormal growth of cells which can result in tumors. Benzopyrene damages p53 and the abnormal growth of cells cannot be controlled because of this (Adams). Specialists have worked on deriving a causal relationship between smoking and lung cancer. But epidemiological research has been done predominantly for deriving this relationship. Under epidemiological research, subjects are given the freedom of self-reporting their smoking habits and they do not have good memories as a result of which facts are under- or overstated. Smoking can cause other types of cancer as well: such as nasal cavity cancer, liver cancer, and stomach cancer. Lung cancer can be caused by all forms of smoking such as cigarettes, cigars, pipes or bidis (tobacco wrapped in a plant). Violence in the Family Essay The family has been stressed, time and again, as the basic unit of society. What happens therefore inside the family, particularly during the growing up years of an individual, shapes the individuals that make up the society. For a number of people, violence in the family is a daily fact of life. For others it is a remote possibility. Still, there are others who would rather have a violent family than having none at all. The future of the society hinges on the way that individuals are shaped inside the home. Hence, the issue of violence in the family has a big impact on the lives of people and on the society in general. The hypothesis of this essay is that frequent violence inside the family leads to a person becoming violent in his or her relationships in the broader society. By looking at a number of journal articles, this line of thinking will be explored more deeply and look at the relationship of the variables of violence in the family and violence in the broader society. There may be other aspects of the issue for consideration but the existence of violence in other relationships of a person who suffered from violence inside the home will be given priority over other concerns. Impact of Violence on Children One of the glaring impacts of violence in the family is the impedance of the normal trajectory of development in young boys and girls. In a study conducted by Barletto and McCoskey (2002), they looked at the impact of family violence on the development of misbehavior and attention problems among young boys and girls. Interestingly, they found out that attention and conduct problems were much more dominant in girls than in boys. Yet, the girls did not show delinquency even in the presence of violence in the family. On the other hand, violence inside the family has a much more direct impact on the delinquency of boys. At a young age, boys would display attention deficit problems and if left unchecked, such problems will lead to delinquency as they enter adolescence. With the findings of the authors, it means that family violence does affect the development of children and the way they relate with other people in their society. But what happens over the long run? How do the children deal with the effects of violence in their lives? In another study, conducted by Markowitz (2001), he explored the history of family violence in the lives of those who perpetuate the same. He found out that there is indeed a relationship between violent behavior in the family and one’s experiences of violence inside the family during the growing up years. This is true for persons who inflict violence against spouse and children inside the family. This is not an absolute rule, however. The researcher also found out that the effect of violence experienced while growing up is mediated or tempered by attitude. Violence inside the family is looked upon more favorably by men and by nonwhites. This may be due to cultural factors and the extent of violence experienced by boys as they are growing up compared to that experienced by women. This needs more research, however. Causes and Risk Factors of Violence in the Family In addition to the impact of family violence on children, another important aspect of the issue is the causes of family violence. How do people, particularly men, become violent inside the home? In this regard, Rodriguez, Lasch, Chandra and Lee (2001) explored a number of factors that serve as risk factors in the occurrence of violence inside the family. The researchers explored the status of employment, the use of alcohol and even the welfare benefits of the perpetrators of violence inside the home. What they found out is that employment, or the lack of it, is not an important cause of violence in the home because even employed persons also displayed the same level of propensity to violence. Those who are receiving welfare benefits, however, tend to have a higher propensity for violence. This could perhaps be attributed to an affronted ego or pride by having to receive welfare benefits. Alcohol use is another factor that increases the likelihood of violence in the family. If there were friends and other means of social support, however, this likelihood is significantly decreased. These findings do have important impact in understanding the causes of violence inside the home. While experiencing violence at an early age may be an important cause of perpetuating violence, the other factors should be considered. Violence in the family is further affected by what happens in the broader society. Sheidow, et. al (2001) explored the experiences of youth in urban settings in terms of violence experienced at home and in the community. The violence in the community is also at a high level in comparison with that inside the family. What the authors wanted to explore was the relation between the functioning of the family and the risk for exposure to violence in neighborhoods known for their violent environment. The authors discovered that the way that the family functions is indeed a contributing factor to the increased exposure to violence among adolescents in the neighborhood. This is particularly true for struggling families who are in the midst of inner city neighborhoods that exhibit social organization to a large extent. This gives credence to the earlier surmise that the experiences of individuals in the family contribute indeed to the perpetuation of violence in the individual. With the increasing dysfunction in the family, the individual will have to turn to peers and other groups or communities within the society so as to escape their experiences at home. However, since, they have experienced violence; they also know how to inflict violence. This is where they become perpetuators and not only receivers of violence. Repeating the Errors of Perpetuators Violence inside the family is a vicious cycle. It can be perpetuated by the next generation if left unchecked. Halford, Sanders Behrens (2004) looked at the behavior of couples with experiences of violence in their families. They caught on videotape the conversations and conflicts that the couples had and looked at how they resolved such conflicts. The male partners who reported observing violence in their families showed negative communication patterns compared with those who did not experience such. Females were not affected much by exposure to violence in the family. This also calls for a more in-depth research concerning the impact of violence in the family on boys and its long term effect on them. Conclusion Based on the foregoing discussion, it can be seen that violence in the family has long-term consequences and impact on the lives of people, particularly boys who may grow up to inflict violence to their families, too. As such, effective intervention measures should be arrived at so as to make sure that violence in the family does not become a big problem in the society. The family is still an important institution that helps shape the behavior and conduct of individuals. Life has been able to adapt to the most diverse places on earth, from microscopic creatures that habit in the icy landscapes of the poles to creatures that live in warmer places, since the birds that fly at high altitudes than fish living in depths of the ocean, our planet is full of living organisms. All of them are part of the history of the world in the last 3.5 billion years, which means since the onset of the first cell. Just the study of early life forms, has allowed us to see how they have evolved from the simplest of bacteria to the most complex. And even though we all know that in reality we are only able to identify with a name 10 percent of them, the remaining 90 percent are still a mystery to humans. The vast majority of them are not easily visible to us, but its importance is vital to our existence, are responsible for shifting the balance between different components of the atmosphere, purify the air we repair, recycle wastes of nature to that from dead organic matter can be reborn, and is that the distribution of tasks necessary for the maintenance of ecosystems is very complex and requires the activity of all its components. While more species living more productive and stable the ecosystem will be, and have greater capacity for recovery if there is a drought, fire or any other threat to this. Shifting Identity of an International Student Over the last two decades the immigration for study by long-term migrants grew from 40,000 in 1990s to 192,000 in 2015 (Population Briefing International student migration What do the statistics tell us? January 2016). This paper aims to examine the reasons behind the students decision to immigrate for higher education, the challenges and issues they might encounter, as well as how having to live far away from home, in a different country, facing a whole new culture and new mentalities ultimately shapes their own personality. Immigration provides the immigrant with a new start in life and more growth opportunities than were previously available. The reasons behind this decision are complex, and differ from student to student, but what all of them have in common is the idea of a brighter future, of more opportunities and the chance to a better life than they would have in their country of origin. As it emerges from my interview, the participants decision to move to England was taken based mostly on the fact that the level of education in universities in England is higher than the one in her country of origin, Egypt, offering a broader diversity of courses and more career options and opportunities. Also, other factors that counted for this decision were the political affairs in Egypt, the revolution, and the fact that her country was not very stable at that moment in time. But apart from its benefits, there are many complex challenges associated with immigration, most of them regarding the assimilation into life in the host country. Migrants, almost by definition, move with the future in mind, but their journeys inevitably involve taking their past with them. Immigration is not only about changing countries, but also about shifting identities, known as the phenomenon of hybrid identity formation. They develop their personal identity as they face conflicting ethnic, personal and national identity options. They deal with both host and origin social constructs, contradicting expectations, traditions and norms during the process of individual identity formation. This phenomenon can be observed in the respondents answers as well. She identifies with some ideals of the British culture, but she feels that she does not belong here. She finds British people too free and uncensored in their thoughts and actions and sometimes even offensive. There is also a great discrepancy between the way in which women are treated. While in England girls are allowed to dress as they want, smoke, attend parties, or walk alone at night feeling safe, and without being judge, in Egypt people have clear, strict standards when it comes to girls clothing and behaviour, and if these are not respected people would stare and judge. Moreover, she faced a significant contrast regarding peoples religious beliefs and practices, as well as the level of religiosity. This affected her life on many levels. Things considered very bad, or even sin in her culture, are seen as normal in England and more, people would consider her weird and treat her differently if she would not take part in those activities or behave as they do. This is why she feels a constant pressure from the contradicting expectations people from the two countries she now belongs to have from her. Thus, migrant students can usually experience alienation of the culture of origin and the loss of meaning con cerning traditional values and norms, or they might feel an exclusion from the host majority society. The shift in migrant students personalities and formation of a dual identity can be observed as well very clearly in the evolution of their home friendships in contrast with the new relationships built in the host country. While they adapt to the new environment, their attitude and views inevitably change and so, their home friends will start facing difficulties in understanding their new ideas and acts. Meanwhile, their new friends from the host country will never be able to fully comprehend their distinctive character, as they do not understand the international students past, including the mentality and culture in which they were born and raised. This is further supported by the persistent finding in the research on international education that for many international students, a major disappointment is their failure to establish meaningful local friendships. Therefore, the migrants start developing feelings of alienation and isolation because neither friends can relate to them com pletely. As my interviewee admitted, she cannot be entirely honest with either of her friends because there are things only the ones from here would understand, and other things only the ones from Egypt would. However, the crucial characteristic, defining people with hybrid identities is the fact, that home is neither represented by their country of origin, nor by their host country. The migrant rather feels affiliated to both places, with both cultures, phenomenon called by sociologists bilocalism. The international students develop familial affiliations, relationships, cultural and material roots in two countries; they identify themselves with two place at the same time. The German-Turkish poet Zehra ÇÄÂ ±rak depicts this fact by using the metaphor of a bridge: the two ends of it symbolize two different cultures. People presenting hybrid identities walk on this bridge freely, from one culture to another. At some points of life one culture might be dominant, later on the other one. Nevertheless, essential for hybrid identities is the permanent presence of both cultures, no matter to which extent. This idea is further supported by Glick Schiller and her colleagues, who argue that nowadays migrants lives cut across national boundaries and bring two societies into a single social field. As my respondent admitted, she often faces contradictory feelings regarding her migration in England. On the one side, she misses home and everything that is related to it, feeling that she does not really belong in UK, but on the other side, there are things in her host country that she got attached to, that make her happy and without which she would not imagine her life now. Many international students might face difficulties in accommodating to the new environment and more importantly in trying to be academically successful in this new environment. However, studies have shown that they are conspicuously better motivated, focused and more aware of the benefits of higher education because they know the sacrifices they had to make in order to get where they are and the struggles they faced in adapting in the host country, so they appreciate more what they have and try to give their best in order to make these efforts worth it. These findings are consistent with my interview research. The respondent declared that she often feels unaccomplished and pressured to work hard and be persistent until she achieves what she wants because she had to leave everything behind in order to come here, and does not want these sacrifices to be in vain. But sometimes she is not as motivated to study and work as she usually is, or as she thinks she should be because she feels isolated, alone, away from home and family, further developing a guilty conscience during these moments. Moreover, migrants can usually experience alienation of the culture of origin and the loss of meaning concerning traditional values and norms, or they might feel an exclusion from the host majority society. From my interviewees experience, she considers that in general British people are colder and more interested in sticking together, than getting to know the international students. Moreover, she does not really like the life here as she considers that moving to UK does not help her accomplish what she really wants. She feels pressured by her identity to learn more about her culture and not being able to do so here bothers her. She could not say if she would change her decision to come to England if she could go back in time. What makes her happy here is what she studies and the friendships she has built so far and she is aware of the fact that she would not be able to continue her studies somewhere else, or leave her friends behind.
